Manager, NSRC Mule Account Management

JOB PURPOSE
The role is responsible for overseeing the centralised handling of NSRC‑related mule account cases, ensuring consistent assessment, timely decision‑making, and effective coordination with internal stakeholders and external authorities. The position provides governance, direction, and oversight to ensure compliance with regulatory requirements and alignment with bank‑wide risk management expectations
KEY RESPONSIBILITIES
- Governance & Oversight
- Oversee end‑to‑end handling of NSRC mule account cases escalated from Fraud Monitoring Unit
- Ensure assessments are conducted consistently in line with internal policies, regulatory advisories, and approved frameworks
- Review and approve key recommendations, including account status decisions and control measures
- Assessment & Decision Support
- Provide guidance on complex or high‑risk mule account assessments
- Review customer profiles and transaction behaviour against advisories and typologies issued by BNM, PDRM, FATF, and relevant authorities
- Ensure appropriate controls remain in place where accounts are reinstated (e.g. earmarks, monitoring)
- Stakeholder & Authority Engagement
- Act as the primary liaison with NSRC management on case handling and operational matters
- Coordinate with PDRM, MCMC, PayNet, and other external parties on investigation‑related follow‑ups
- Represent CFM in NSRC‑related meetings, briefings, and workshops
- Reporting & Management Information
- Oversee preparation of regular reports, dashboards, and management updates
- Provide insights on trends, operational challenges, and capacity planning
- People & Process Management
- Supervise, coach, and guide analysts within the NSRC & Mule team
- Ensure SOPs, workflows, and controls are established, implemented, and kept up to date
- Support audits, reviews, and regulatory examinations related to NSRC handling
EXPERIENCE / KNOWLEDGE REQUIRED
Experience:
- Minimum 3-5 years of experience in AML, mule account assessment, or financial crime risk management within a financial institution
- Prior experience managing teams or acting in a supervisory capacity
- Exposure to regulatory engagement and authority coordination preferred
Knowledge & Skills
- Strong understanding of mule account typologies, scam‑related fund flows, and regulatory advisories
- Sound knowledge of BNM requirements and industry standards
- Strong judgment, decision‑making, and stakeholder management skills
