JOB PURPOSE

Effectiveness

      Core Objectives

  1. Achieve Bank’s NBD, NPL inventory, delinquency and cost targets
  2. Achieve targets formalized through Individual Performance Plan – “IPP”
  3. Achieve performance scorecard established, where applicable
  4. Manage portfolio assigned by maximizing recoveries and minimizing NBD losses
  5. Delivery of any assignment(s) assigned from time to time

    

Audit & Compliance

  1. Ensure compliance to Bank Negara Malaysia GP3 guidelines , Fair Debt Practice, Banking & Financial Act and Collections Operation Manual as well as any other job related manuals at all times when discharging duties
  2. Management of structural, procedural and strategic management controls to ensure the divisions do not fail internal and external audits

 

Resource Management

  1. Manage portfolio assigned in the manner to maximize deliverable, while reducing costs
  2. Manage to increase productivity at all times
  3. Manage staff performance & morale through various means inclusive of counseling, where deem required

 

Reporting, MIS etc.

  1. Ensure timely deliverable of reports, MIS etc.
  2. Ensure factual correctness and accuracy of all outward deliverables
  3. Regular feedback to business or any related departments on services/ process/ pratices and credit issues in support of the Bank’s activities

KEY RESPONSIBILITIES

Effectiveness

      Bucket Collection Function

  1. Ensure optimum coverage of accounts under portfolio assigned
  2. Ensure collectors understand the targets and what is expected of them
  3. Ensure collectors are briefed on their performance
  4. Ensure collectors correctly advise borrowers on amount to pay
  5. Ensure collectors correctly advise borrowers on the repercussions of defaulting
  6. Ensure collectors correctly advise borrowers on availability of options to pay such as below (not limited), where applicable:
  7. Payment Arrangement vide Postdated Cheques;
  8. Debt Rescheduling Program;
  9. Availability of AKPK;
  10. EPF Withdrawal;
  11. Disposal of Collateral Pledged.
  12. Ensure collectors are aware of the Bank’s Skip Tracing Process
  13. Ensure collectors understand bankrupt account handling
  14. Ensure collectors understand deceased account handling
  15. Ensure timely issuance of instruction to discontinue/ withholding legal action
  16. Ensure processes on Full & Final Settlement are complied

    

       Collections Support Functions

  1. Ensure adherence to scale fees established, where applicable
  2. Ensure bills processing TAT are met and improving
  3. Ensure timely and accuracy of outward charges/ bills settlement
  4. Ensure zero “duplicity” of  outward charges/ bills payment
  5. Ensure correct tagging of auctioned off accounts statuses such as “Shortfall” & “NPL status”
  6. Ensure accurate and timely charge off shortfall accounts
  7. Ensure all auction proceeds placed in SCMO are promptly and accurately reversed out
  8. Ensure balance auction proceeds due are accurately and timely procured & followed up
  9. Ensure procedures on auction completion extension are complied
  10. Ensure accurate treatment of auction proceeds
  11. Ensure instruction to discharge original security documents are accurately issued
  12. Ensure “Abandoned Projects” accounts are reviewed and managed
  13. Ensure Imperfect Documents under Collections care are followed through to perfection
  14. Ensure timely issuance of Repossession Order
  15. Ensure proper procedures are followed in respect to Auction Price Fixing
  16. Ensure Individual Assessment, where conducted are timely and accurately

KEY RESPONSIBILITIES

Auction Sales Functions

  1. Perform visitation to auction premise/ auction property sites
  2. Perform repossessed vehicles inspection
  3. Strategize to reduce Management Sales portfolio
  4. Ensure formalized empanelment processes for realtors/ auctioneers are followed thru.
  5. Ensure review of empanelled auctioneers/ valuers/ realtors for continuing / removal of service
  6. Ensure all MIS submitted in relation to work assigned are prepared timely and accurately
  7. Keeping abreast with properties & vehicles market development at all times

 

Generic Functions

  1. Ensure timely deliverable and follow thru of actionables promised to borrowers
  2. Ensure operational “fallout” by staffs are counseled and escalated to HR, where established trigger has been breached
  3. Ensure borrowers’ complaints are placed on priority for closure
  4. Ensure system maintenance forms are correctly raised in respect to each situation attended
  5. Ensure business continuity of functions assigned by identify & grooming key successor(s)
  6. Delivery of any assignment(s) assigned from time to time

 

Audit & Compliance

  1. Ensure speedy closure of audit actionables, within given deadline
  2. Ensure agreed corrective measures are acted on and followed thru 
  3. Engage in Collections Process and Practice’ review by providing feedback and recommendation with the view to close operational gaps and minimize operational grey areas, if any
  4. Contribute to the Collections Manual, by actively participating in the updating of the same

 

Resource Management

  1. Review and manage assigned staff’s performance to ensure optimum productivity  at all times
  2. Coach and train assigned staffs for optimum performance delivery
  3. Ensure operational “fallout” are analyze and needful counseling performed
  4. Participate in staffs’ engagement program established from time to time
  5. Participate formally as a “Trainer” for any in-house collections training established
  6. Contribute formally to training materials, where necessary to enhance overall Collections’ knowledge base
  7. Ensure claims for Overtime, where applicable are justified
  8. Ensure Staff reimbursement claims are adequately justified

 

OTHER DUTIES
